_{Members of the department are vested with the authority and responsibility to enforce Sec. 14-10 of the Code of Ordinances and all laws, rules and orders controlling safe building construction. They shall make inspection at the site of buildings damaged by any cause whatsoever to determine the safety of buildings affected thereby. The building inspector may issue citations with respect to ordinances that are directly related to his official responsibilities.}
